I am interested in nominating something under world building that has been pre-gamed from previous years as a solo character. The fandom is Control (Video Game) and the nomination would be for The Oldest House. The Oldest House is a building has an unclear level of sentience; physical changes happen to it and lore indicates that it has a connection to a sentient force and potentially influences people in it, but I would argue that it isn't actually a "character" in a sense because there isn't true indication that it actively thinks or communicates. I feel that it fits better under world building for creations about how it came to be, the manner of changes, its connection to the paranatural, etc.
Can it be nominated under WB as well as the Solo character?
edit: That is, I know you prefer things to not be nominated under both, but I'm confused how characters are differentiated from world building on edge cases.
