I think I was able to get that pretty neatly into a ruleset and I don't have anything to edit/add about it! The only thing I didn't address were recolors (I think just having everything extra modular will cover the extra bases/poses/backgrounds/characters while keeping it fairly simple for me to count up). Let me know how this looks!

Online Dress-up Game

Online Dress-up Games should be playable games uploaded to a site or coded in html/css/javascript. You may include a download option but that cannot be the only option.

Minimum

• A minimum of 8 unique dress up items and one base mannequin
  

Equivalents

• Base mannequin: 500 each
  
• Unique dress up item (not recolors): 250 each
  
• Detailed background: 500 each
  
• For Dress-up games otherwise equivalent to between 1k and 5k, a 500 word credit is added. For Dress-up games otherwise equivalent to over 5k, a 1k credit is added. (This is for the work of getting it up onto a site or utilizing a coded template)
