Does "Medium Opt-In: Tabletop Campaign" mean a transcript of a campaign played by the characters, or rules for a campaign that uses the canon setting?

It means creating a campaign (or setting design) that uses the canon setting. If you check the medium post (https://ficinabox.dreamwidth.org/995.html) we have the 1k equivalent set as "one complete short-form hack (honey heist style) = one Fiasco playset = one setting design for a longer D&D campaign".
